WV Family Planning Program Mandatory Training Courses

Instructions

This document includes information about the live training offered by the WV Family Planning Program (WVFPP) as well as the training offered through the Reproductive Health National Training Center (RHNTC). Completing training according to these instructions will ensure Title X requirements are met and clinic staff can serve WVFPP clients. Issues with the RHNTC website must be resolved utilizing the “Help” feature on the website. WVFPP staff cannot resolve RHNTC website issues. Questions or concerns about the training requirements, please contact a member of the WVFPP staff. 

 

IMPORTANT REMINDER

Per State and Federal requirements, all organizations that offer services through the WVFPP must:

  • Ensure all new staff receive orientation, cultural competency, and Quality Family Planning (QFP) training, which must be completed prior to beginning work with clients who meet the definition of a Title X patient.
  • Ensure continuing in-service training for all clinic staff who work with WVFPP patients (regardless of pay source) (42 CFR § 59.5(b)(4)).
    • For WVFPP purposes, “all staff,” “clinic staff,” or “clinic staff who work with WVFPP patients” includes Clinic Administrators, C-Suite staff, Medical Directors, and any other staff whose decisions may impact the clinic itself, policies, procedures, etc., and thus, WVFPP patients.
  • Ensure annual training of all clinic staff on federal/state requirements for reporting or notification of child abuse, child molestation, sexual abuse, rape, or incest, as well as on human trafficking.
  • Ensure clinic staff receives annual training on involving family members in the decision of minors to seek family planning services and on counseling minors on how to resist being coerced into engaging in sexual activities.
  • Ensure annual training and review of the Quality Family Planning (QFP) document.
  • Ensure clinic staff receives training as noted above on an annual basis.
  • Ensure that clinic staff receives training on Cultural Competency once per project period, in accordance with the RHNTC’s Federal Title X Training Requirements Summary

Clinic staff must utilize one of the following two options, prior to participating in providing services: 

  • Option 1 - WVFPP Orientation and In-Service Live Training + RHNTC Courses
    • The WVFPP offers quarterly (usually more often and also as needed) live training.
    • The WVFPP live training covers all of the training which is required to be completed annually EXCEPT QFP and Cultural Competency.
    • Those who complete the WVFPP live training are still required to complete QFP and Cultural Competency training through the RHNTC.
    • WVFPP project periods run from April 1 - March 31. The grant in progress is on a 5-year cycle.
      • Year 1: 4/1/2022-3/31/2023
      • Year 2: 4/1/2023-3/31/2024
      • Year 3: 4/1/2024-3/31/2025
      • Year 4: 4/1/2025-3/31/2026
      • Year 5: 4/1/2026-3/31/2027
  • Option 2 - All training through the RHNTC. To use the RHNTC website, clinic staff must:
    • Have an active and valid RHNTC account
    • Access the training list using this link https://rhntc.org/training-lists/wv-family-planning-program-mandatory-training-courses this is the only way training can be verified
    • Complete each item on the list that is marked as "Required"
    • Some courses or job aids are not listed as "Required." Those courses are listed for resource purposes to assist with managing the program at the clinic level. These courses should be viewed or completed when time allows and do not count toward training requirements.
    • Due dates are not listed for any training because all staff must be trained in all mandatory courses prior to offering services and those dates will vary based on hire dates and prior training dates. It is the responsibility of the clinic administration to ensure up-to-date training for all staff. 

IMPORTANT REMINDER

When clinics are scheduled to be monitored by the Quality Assurance Monitoring Team (QAMT) or for a site visit by WVFPP staff, all staff should login the RHNTC website, click on the "My Certificates" tab, and print that screen to verify the trainings that have been completed.  

 

RHNTC TRAINING INFORMATION

The following RHNTC courses must be completed annually:

  • Title X Orientation and/or In-Service Training
    • RHNTC Course: Title X Orientation: Program Requirements for Title X Funded Family Planning Projects eLearning
      • Covered by this training: Voluntary and non-coercive services, Services not a prerequisite for eligibility or services, Personnel awareness, Personnel training, Confidentiality, and Non-discriminatory services. These areas of training are required to be reviewed once per project period; however, the training needed to complete them is only available through the orientation/in-service training module, which is required annually.
  • State Reporting Requirements: Mandatory Reporting for Abuse, Rape, Incest, and Human Trafficking

The following training is required once per project period (as described above). 

Note: Training for voluntary and non-coercive services, Services not a prerequisite for eligibility or services, Personnel awareness, Personnel training, Confidentiality, and Non-discriminatory services are all required once per project period. However, the information for these areas is covered by the Orientation and In-service training, which is required annually. These required areas are noted under that bullet as covered by that training. 

  • Client Centered Services/Cultural Competency

Courses listed as resources are intended to expand knowledge and assist in managing the program at the clinic level. This list is NOT exhaustive.
