Training Essentials for Title X Grantees Toolkit
Welcome to the Toolkit
This toolkit provides Title X grantees with a summary of resources they may use to train their networks. All of the training resources are available on the Reproductive Health National Training Center (RHNTC) and the National Clinical Training Center for Family Planning (NCTCFP) websites. The RHNTC and NCTCFP provide free training, technical assistance, and resources that support Title X agencies in delivering high-quality family planning and preventive health services. NCTCFP is specifically charged with providing clinical training to nurse practitioners, certified nurse midwives, physicians, and physician assistants.
Title X grantees can get connected to the RHNTC and NCTCFP in the following ways:
- Sign up for our joint newsletter and training announcements.
- Create an account on the RHNTC website to save resources for later, register for eLearning courses, and track and share completed training. Clinical staff should also register for the NCTCFP Health eKnowledge system to participate in clinical training.
- Reach out to their assigned RHNTC grantee “Liaison” who will also check in with grantees periodically to share information and discuss grantee training needs and priorities.
- Contact RHNTC or NCTCFP with questions.
Title X grantees can review the foundational training resources provided in this toolkit and may consider using the resources to orient staff at subrecipient agencies as needed. Grantees may use the training resources in this toolkit in any order. The toolkit includes resources on the following topics:

The Title X Program Requirements consist of the Federal statutory and regulatory requirements that apply to the Title X program.

Providing Quality Family Planning Services: Recommendations of CDC and the U.S. Office of Population Affairs (QFP) offers federal evidence-informed guidelines for the delivery of family planning services. The QFP provides guidance for all reproductive health and primary care providers in how to provide quality clinical services to support women and men in preventing or achieving pregnancy. The QFP and Program Requirements documents together comprise the Family Planning Guidelines.
Title X grantees are responsible for developing training plans for their networks, and for ensuring that Title X staff at network sites receive appropriate and adequate training in order to deliver services in accordance with Title X policies. Grantee training administrators can create training lists with the supportive resources below and track staff completion of these and other trainings on rhntc.org using the Training Tracking System.

Mandatory Child Abuse Reporting in Title X-Funded Family Planning Settings: Instructions for Customizing and Delivering a State-Specific Training |
Annual submission of the Family Planning Annual Report (FPAR) is required of all Title X family planning services grantees for purposes of monitoring and reporting program performance. Grantees should review the FPAR Forms and Instructions in preparation of submitting data into the FPAR Data System. In addition to FPAR, grantees are also expected to keep the Title X Family Planning Clinic Database current.
