Disclaimer: On October 4, 2021, the U.S. Department of Health and Human Services (HHS) Office of Population Affairs (OPA) amended the Title X Family Planning regulations to restore access to equitable, affordable, client-centered, quality family planning services for more Americans. The effect of the 2021 Final Rule is to revoke the 2019 regulations and readopt the 2000 regulations with several revisions to increase access to equitable, affordable, client-centered, quality family planning services. The Final Rule went into effect on November 8th.

This resource is temporarily unavailable while RHNTC works with OPA to revise it.

This tool, updated March 2021, describes strategies that grantees may use to operationalize applicable Title X statutory and regulatory requirements; it also lays out the minimum expectations for compliance. The tool also illustrates how a grantee can implement quality family planning services in ways that ensure quality care is provided throughout the Title X project. The Title X Program Review Tool was developed by the Office of Population Affairs (OPA) for use by OPA staff and consultants.
