This expectation instructs TPP23 Tier 1 projects to:

Focus the project on a community(ies) and population(s) disproportionately affected by unintended teen pregnancy and sexually transmitted infections (STIs).
Define the community(ies) and population(s) of focus, ensuring that primary participants are youth ages 10–24.
Continuously assess (at least on an annual basis) the needs and resources of the community and population of focus through the collection and analysis of qualitative and quantitative data.
Engage key stakeholders, community members, and partners in data collection, interpretation of findings, and refining priorities.
