Disclaimer: On October 4, 2021, the U.S. Department of Health and Human Services (HHS) Office of Population Affairs (OPA) amended the Title X Family Planning regulations to restore access to equitable, affordable, client-centered, quality family planning services for more Americans. The effect of the 2021 Final Rule is to revoke the 2019 regulations and readopt the 2000 regulations with several revisions to increase access to equitable, affordable, client-centered, quality family planning services. The Final Rule went into effect on November 8.

This timeline and checklist will help Title X grantees to plan, implement, and close out site visits with subrecipients in their networks. It is not meant to be exhaustive or directive; instead it contains suggestions and can be modified to suit specific grantee needs. Note that the timing of tasks below, including the duration of the on-site portion of the site visit, will vary among grantees’ needs and preferences. An on-site review can take one to five days to complete, depending on the number of subrecipient sites that will be visited.
