In 2010, OPA launched the TPP Program to fund medically accurate and age- appropriate programs focused on preventing teen pregnancy and reducing disparities. In 2015, OPA awarded a second round of grants, including the “Tier 1B” grant program, which supported 50 organizations to replicate evidence-based programs (EBPs) to scale in communities with the greatest need. This report captures findings from a study that aimed to understand how these grantees and their community partners applied the four key elements of the Tier 1B strategy, including EBPs, community mobilization, linkages and referrals, and safe and supportive environments
