Title X grantees and subrecipient agencies are required to have a review and approval process, by an Advisory Committee, of all information and education (I&E) materials developed or made available under their projects prior to distribution. This webinar provided an overview of Title X I&E requirements and strategies for obtaining meaningful materials development input. During this interactive session, we discussed goals and key components of the materials review process and shared tools that Title X agencies can modify and use to complete material reviews. Ashley Kuykendall from the Missouri Family Health Council shared examples of virtual and in-person material review processes used in its Title X network.

On October 4, 2021, the U.S. Department of Health and Human Services (HHS) Office of Population Affairs (OPA) amended the Title X Family Planning regulations to restore access to equitable, affordable, client-centered, quality family planning services for more Americans.  The effect of the 2021 Final Rule in regards to Informational and Educational Materials is that it: 1) explicitly states that the project should provide for the review and approval of all print and electronic materials developed or made available under the project, 2) removed the requirement to cap I&E committee membership at nine individuals, 3) expands the description of demographic characteristics of committee membership, and 4) includes a requirement that content be reviewed to assure that it is trauma informed. The Final Rule went into effect on November 8, 2021.
