This expectation instructs TPP23 Hub grantees to:

Create, execute, and maintain a work plan.
Have a process for identifying, recruiting, and onboarding new staff.
Ensure staff are highly qualified, engaged, well trained, and prepared.
Finalize and maintain memoranda of agreement (MOAs) for partnerships.
